i want to play the lullaby by brahms but i dont really understand the music sheet wht will i supposed to do with the ties and slurs… and all the dots under the notes…

and how should i play the notes at the top of the staff ?

The arrangement that you’re looking at is for violin and piano, and, more specifically, the music that you’re looking at is the piano part- that’s why there are three staves (sets of horizontal lines): The bottom two (the larger printed notes) are for the piano, while the top staff (the smaller printed notes- called cues) are the violin part. To play this music, you only need to play the top line.

The dots under the notes (staccato) indicate that you should play those notes shorter- a dash under the note (tenuto) indicates that those notes are a medium length. Looking through the page, there are no ties you need to worry about, only slurs indicating that you should play play more than one note in the same bow direction.

The violin part also gets fairly high at measure 20 so that you would need to shift to third and fourth position on your E string, but if that is something you are not comfortable with, just repeat measures 1-19- the music after measure 20 are the same notes, just at a higher register, so it would sound essentially the same.
